To change your civil ID photo, you should visit the Public Authority of Civil Information (PACI) website. To update your Kuwait civil ID photo, there are a few steps to follow. The following steps and information are provided to assist you in collecting photos for your civil ID card.

  • Visit the PACI website by clicking the link 
  • You can choose English as your default language, as Arabic is the default language for the entire website
  • Click on “E-Service”
  • Click on “Non-Kuwaiti Photo Update”
  • Select “Next” and wait for an SMS code to appear on your phone. Please enter them in the box below. “This Service sends SMS messages to your mobile device”
  • When the civil ID photo needs to be updated, input the required information and click “Save”.
  • A text message will appear on your mobile device confirming your submission, “Successful submission. To receive an update, please wait.”
  • Watch for another message from 1889988 saying, “Your request has been successfully received.”. Click on this link to see the status of the request: https://paci.ws/xxxxx.”
  • Paci will send you a second SMS within 10 to 15 days with the status of your request for a civil ID photo update.

When civil ID photos are collected, they are updated in a short time. The government must first approve your request for photo updating. It will take 10 to 15 days to receive a positive or negative reply. The image of a non-Kuwaiti will be changed a few hours after the Paci e-service photo update has been approved.
